8:30 a.m. Call to Order

*Envelopes containing ballots for the election of officers will be distributed the voting delegates during the Roll Call.The procedure for election of three officers (president, vice president and secretary) is: There is one envelope for each delegate and proxy vote. Each envelope contains slips of paper—one for each candidate already nominated, and one slip per officer to be used for write-in candidates nominated from the floor. Each envelope shall be returned to the election judges, sealed, with three ballots for the candidates selected inside. Any ballot envelope deviating from this will be disqualified. Envelopes will not be collected until just before the luncheon break. Delegates will be asked to approve the election judges selected.

Committee Chairs (not in attendance) are requested to arrange for a Director to present their report.  The Secretary should receive a written report from all Committee chairs.

*9:45 a.m. Item 1 - OLD BUSINESS

a) Fred Horner Sportsman Award. Report results of BOD action on including Driven Division Concours participants and cars in competition for this award. (Driven Division inclusion in 2001 would not have changed award results.) Describe selection procedures.

b) Fred Horner Sportsman Award. Bill Streitenberger

To broaden the scope of participants in the prestigious Fred Horner Sportsmanship Award to include the new Novice Rally Program and the JCNA Concours Driven Division in addition to the present programs being considered. By including the two additional programs it broadens the base of competition and will encourage greater participants.

Fred Homer Sportsmanship Award.

Since the inception of this award Jerry Parkhill has been responsible for the calculations required for the presentation of the award. At the 1996 AGM Karen Miller proposed this award, which was approved with Bill Streitenberger and Jerry Parkhill to coordinate and administer it, the criteria was to include all divisions of competition which are Concours, Rally and Slalom. In the ensuing years the Championship Concours results along with the Rally and Slalom results were used to determine the recipient. During initial discussions by Bill Streitenberger and Jerry Parkhill it was felt that we should stay with Champion Concours Division only.

The Method Of Selection

National Concours score is a base 100 number using average of three best concours scores, Slalom; the competitors time is calculated to a percentage of the fastest time within his/her class thus becomes a base 100 number, Rally, competitors error time is calculated to a percentage of the winning error time for each of his/her best two rallies then averaged to get a base 100 number. Addition of the three base numbers result in an aggregate score, highest score receives the award. The same method of calculating the base number would apply to the Novice Rally Program and the Concours Driven Division.

c) Slalom Rules – Bill Streitenberger

Presently there are 24 Official Slalom Rules posted on the JCNA web and are presumed to be official.

A few years ago a Slalom rule was approved by the delegation stating: "NO PASSENGERS ALLOWED." This rule has not been incorporated in the now Official JCNA rules. The JCNA Slalom Steward should see to it that this rule and all other approved rule are published.

Rule #9 States: Cars must have Jaguar engines, and fit into designated Concours (Champion Division), Driven (Driven Division) and slalom classes to be eligible for JCNA National Slalom Championship Trophies. Non-Jaguars competing in open classes are eligible for local awards only. Note: I added the italicized words. I agree with this rule. My point: the rule states "designated concours, driven and slalom classes. We have deviated from what this rule states.

Rule #10 States: Only one trophy per year, per driver, is allowed, this being 1st, 2nd, or 3rd based on their fastest single run. Choice is up to contestant when eligible in one or more JCNA class. JCNA members are eligible for National trophies only if scores are reported along with the JCNA number and within thirty days of the event.

My Proposal for rule #10: Only one trophy, per class, per year, per driver. If the driver enters in multiple classes with a different Jaguar in each class the driver becomes eligible for a Notional trophy in each class depending upon his/her time. JCNA members are eligible for National trophies only if scores are reported along with the JCNA number and within thirty days of the event.

If a member want to compete in one or more Jaguars, more power to that member and if that member has the best time in one or more classes, reward his efforts.

Rule # 20 was change to read: Any car in stock class may use any road tire fitted to a stock dimension rim appropriated to the class. This rule was changed without AGM delegate approval.

Rule #20, (Read as follows before it was indiscriminately changed.)

Car must be completely stock including wheels, tires*, suspension, and ride height, or will be classed as modified. Final determination of eligibility will be made by the local steward.

a) JUDGE’S CONCOURS RULES COMMITTEE (JCRC). Available on JCNA.com – Delegates should have reviewed on JCNA.com and be prepared to ask questions.

b) Regional Awards. – Art Dickenson. Discussion: Currently National Award winners in first 3 places are ineligible for Regional Awards. Proposal: To make the highest point cars the Regional Award winners, to 3 places, without regard to their standings in the National Awards. A participant could thereby receive 2 awards, a National Championship Division award and a Regional Championship Division award.

c) Additional Slalom Rules for 2002 – Art Dickenson

1. Slalom schools prior to a Sanctioned JCNA Slalom Event are acceptable. No times from these school sessions / runs are allowed.

2. All drivers and/or passengers must keep arms and hands fully inside the passenger compartment at all times while car is on the course. No leaning on window sills or holding onto door jambs or window frames. Slalom steward my disqualify any violator from further competition in that day’s event. Slalom stewards decision is final.

3. The new X Type will be added to Slalom Class K.

d) The following people are candidates for JCNA elected offices

e) EXPEDITED IMPLEMENTATION OF RATIFIED RULE BOOK CHANGES
Submitted by Dick Cavicke, SW Regional Director, Chairman JCRC

Problem: In its effort to make repairs to the JCNA Concours Judging Program, the Judge's Concours Rules Committee (JCRC) will be making several changes to the Rule Book in the coming months and years. It is highly desired that these changes be implemented as soon as possible in order to appreciate their benefit on the overall concours program. The existing policy is that changes approved at the AGM will not take effect until the following year.

Discussion: It is suspected that the prescribed delayed implementation was realistically due to:
    - the Rule Book editor's effort required to make those changes,
    - the time required to print and mail the changes, and
    - the time for clubs to disseminate the changes to judges and others.
With the incredible changes in our ability to distribute information electronically, comes the possibility of promulgating rule changes much faster than before. Time will still required for editing, posting the changes on the JCNA web site and for Chief Judges or others to download and disseminate the information to the club judges prior to the concours.

Depending on when the AGM takes place relative to the date of the first JCNA concours, there may well be adequate time to have Rule Book changes promptly posted and effective beginning in the competitive year in which they were ratified.

Some changes relating to long term efforts may fall outside of this proposal and will be so designated by the JCRC.

Recommendation: JCRC Rule Book changes, and others ratified at an AGM, will be effective for the current competitive year if they can be posted on the JCNA web site a minimum of one month prior to the first scheduled JCNA Concours.
