From: Chairman, JCNA Judge's Concours Rules Committee (JCRC)
The JCNA Judge's Concours Rules Committee became functional in mid January 2002. Along with developing its charter, the board began considering a wide range of concours rule changes in order to "improve the quality and standardization of both the rules and judging, encourage concours participation, and promote the Jaguar marque".
The following proposals have been approved by the JCRC:
JCRC Proposal #01-2002 1. Mr. Russell G. Beard Jaguar Club of Central Arizona proposed changes in the wording of Chapter IV, A. 1. Owner/Entrant a). Owner, and in Chapter IV, A, 1. d) Entrant Responsibility. He wishes to emphasize the requirement that vehicles entered into JCNA competition be owned by a private individual, private individuals, or private/family trusts. He also asks that, if the judges challenge ownership, the vehicle should not be allowed to compete until the matter is resolved to the judge's satisfaction.2. The current language: Chapter IV, Heading A, rule 1:
" a) Owner
Owner is considered to mean that ALL requirements of legal ownership by the named Owner have been met in the state or province of residence of the Owner or in the state or province of the vehicle license plate registration. This includes leased Jaguars. The Entrant must either be the Owner or a member of the Owner's immediate family."
3. The JCRC approved change is:
"a) Owner
Owner is considered to mean that ALL requirements of legal ownership by the named Owner have been met is the state or province of residence of the Owner or in the state or province of the vehicle license plate registration. The ownership shall be in the name of one or more private individuals, or in the name of a private trust. In the case of leased Jaguars, the registration shall be in the name of one or more individuals or in the name of a private trust. The Entrant must be either the Owner or a member of the Owner's immediate family."
4. The current language: Chapter IV, A, 1:
"d) Entrant Responsibility
The entrant has all the responsibilities of the Owner including being prepared to present any documentation required for proof of ownership or authenticity items, or for answering any questions which the Judging team may have."
5. The JCRC approved change is:
JCRC Proposal #03-2002 1. The following changes are considered to be a start at making clubs take judges and judging more seriously by emphasizing the importance of naming a Chief Judge and certifying that the JCNA Concours Rules were followed in determining results."d) Entrant Responsibility
The entrant has all the responsibilities of the Owner including being prepared to present any documentation required for proof of ownership or authenticity items, or for answering any questions which the Judging team may have. If the ownership is challenged, the entrant shall be prepared to provide necessary paperwork to clarify ownership before being allowed to participate."
2. The current language Ch. I, A.2. :
Number of Concours Per Year
"Each JCNA affiliated club may hold only ONE JCNA sanctioned Concours d'Elegance per annum."
3. The JCRC approved change:
"Each JCNA affiliated club that has met JCNA judges' training and certification prerequisites may hold only ONE JCNA sanctioned Concours d'Elegance per annum."

6. The current language Ch. I, B. 1. Fourth paragraph:
"Sanction will be granted on requested date subject to:
a) Priority of postmark.
b) No same-weekend conflict within the JCNA Region or within 500 miles of other JCNA Concours meets.
c) No conflict within 14 days of a JCNA major event i.e., Regional meets, the Biennial meet.
7. The JCRC approved adding to the foregoing and to the JCNA Event Sanction Request Form, (Forms Page - 1)
d) The listing of the Chief Judge and the club's affirmation that JCNA Concours judging rules and requirements are understood and will be followed.
8. The current language Ch. I, D. Concours Score Submission
Paragraph 2. Second and third sentences:
"The Concours Chair or Chief Judge must submit the Master Concours Report Form with scores to the JCNA c/o the name and address printed on the form. Be sure to include the club name and address on the form."
9 The JCRC approved changes and additions to the foregoing as follows:
"The Concours Chair or Chief Judge must submit the Master Concours Report Form with scores to the JCNA c/o the name and address printed on the form. Be sure to include the club name and address and the Chief Judge's name and address on the form. Submission of this form constitutes a certification that this concours was conducted in accordance with all JCNA Concours judging requirements. Subsequent indications to the contrary may be grounds for nullification of the results."
10. The JCRC approved modifying Forms Pages 9&10, JCNA Master Concours Report Form,
- providing space for the name of the Chief Judge plus his or her street and e-mail addresses.
- prominently adding in its heading: "Submission of this form constitutes a certification that this concours was conducted in accordance with all JCNA Concours judging requirements. Subsequent indications to the contrary may be grounds for nullification of the results."
