Proposed Procedures for the operation of the Judge's
Concours Rules Committee (JCRC)

I. PURPOSE
The JCRC will constitute an ongoing review panel to update, modify and maintain the Official JCNA Concours d'Elegance Rules. The committee will strive to improve the quality and standardization of both the rules and judging, encourage concours participation, and promote the Jaguar marque.
II. SCOPE of AUTHORITY
All proposed changes to the JCNA Concours Rules, concours scoring and score sheets, judging rules, associated judging procedures, and other subjects regarding the conduct of JCNA sanctioned concours shall be staffed through the JCRC. The JCRC will determine which proposals will be presented at the AGM. The JCRC may make recommendations relating to Regional and National Concours awards but will NOT be the final authority in those matters.
III. MEMBERSHIP
A. The JCRC will consist of six (6) members, one from a JCNA affiliated club within each of the six (6) JCNA geographic regions. If none of the appointed members is a JCNA Regional Director, the JCNA Board of Directors may appoint a Regional Director as an additional (seventh) JCRC member.
B. When replacement members are needed, JCNA Regional Directors will solicit nominees from the Presidents of the clubs with their regions. The Regional Directors will choose and appoint replacements from among the names submitted.
C. The JCRC Chairman will advise the Regional Directors when the term of the JCRC member from their region is expiring. The Regional Directors must then confirm their member for a two (2) year continuation or appoint a replacement.
D. If a JCRC member is a Regional Director, his or her appointment and/or confirmation must be recommended by the regional co-director or Board of Directors as appropriate.
IV. MEMBER QUALIFICATIONS
A. JCRC members must be currently serving or have served very recently as their clubs' Chief/Head Judges and be "members in good standing" with both JCNA and their home clubs.
B. Those selected for JCRC membership MUST have:
1. Extensive Jaguar concours judging experience.
2. Extensive experience as a JCNA concours exhibitor.
3. Experience in and the faculty to communicate using E-mail and standard word processing programs.
4. The time and willingness to solicit and represent the viewpoints of JCNA clubs and members from within their respective regions.
5. The time and willingness to promptly respond to JCRC proposals.
6. Within reason, the willingness to attend the JCNA AGM at his or her own expense.
V. JCRC CHAIRMAN
The JCRC chairman will be selected from among its current members. The initial JCRC Chairman will be appointed by the JCNA President for a one year term; thereafter, (beginning in 2003) the JCRC members will elect the chairman.
VI. TERMS OF OFFICE and MEMBERSHIP
A. The elected JCRC Chairman and appointed members will serve two year terms. Terms will expire one month after the Annual General Meeting (AGM) as indicated in B. below.
B. In order to stagger the JCRC membership turnover, Northern Region members' terms will expire in even-numbered years; Southern Region members' terms in odd-numbered years. This cycle will begin in 2003 and 2004. The elected chairman's term may fall outside of this rotation.
VII. METHODOLOGY and VOTING
A. The JCRC will conform to the normal "good business sense" application of parliamentary procedure.
B. One person - One vote. A plurality will be required for approval of those issues where there isn't a consensus.
C. All JCRC proceedings will be open to any JCNA member in good standing.
VIII. PROPOSAL SUBMISSION
A. Any JCNA member in good standing may submit a proposed concours change via one of his or her Regional Directors.
B. The JCNA Board of Directors may submit proposed rule changes to the JCRC.
C. Any member of the JCRC may submit proposed rule changes for staffing.
D. The Chairman of the JCNA Protest Board may submit proposed rule changes directly to the JCRC.
E. All proposals should be addressed to the Chairman of the JCRC. The address may be found in the Jaguar Journal Committee listings.
F. Proposals should be presented in a "PROBLEM, DISCUSSION, RECOMMENDATION" format. The proposed wording of all rule changes should be as specific as possible and reference all sections of the Rule Book that are affected.
IX. PROPOSAL PROCESSING
A. The JCRC Chairman will promptly acknowledge receipt of each proposal to the author and to the Regional Director where appropriate.
B. Within ten (10) days of receipt, the Regional Director must forward the proposal to the JCRC with or without comment. Each proposal will be serialized and presented to the JCRC for their comments and possibly the comments of other interested parties. A deadline for submission of comments will be assigned.
C. Depending on the comments, the JCRC Chairman may then:
1. Ask the author for clarification.
2. Edit the proposal and submit it to the committee for a vote.
3. Return the proposal to the author (with comments) for possible revision or reconsideration.
4. Return the proposal (with comment) as the result of a negative vote by the JCRC.
5. Advise the author of a positive vote by the JCRC.
D. The JCRC will strive for a total processing time of thirty (30) days from the date of initial receipt, or from the receipt of subsequent revisions by the author, until the vote is taken or until a final rejection.
E. Prepare the proposal for presentation to the AGM and report overall JCRC activity to the Board of Directors.
X. JCRC AGM PRESENTATION
A. Only the JCRC may present proposed concours rule changes at the AGM.
B. Proposals approved by majority or greater vote of the JCRC members, since the previous AGM, will be presented as a package for endorsement by the AGM delegates.
C. Proposals that received a JCRC tie vote and proposals that failed by a single vote will be individually presented to the AGM delegates for either (1) Disapproval, or (2) Return to the JCRC for additional consideration.
XI. RULE BOOK INCORPORATION OF APPROVED CHANGES
A. Concours rule changes presented at the AGM by the JCRC and endorsed and/or approved by the delegates will, thereafter, be forwarded to the JCNA Rule Book Editor.
B. The Rule Book Editor will then be responsible for incorporating the changes in to the Rule Book and for making the existing Rule Book, the revised Rule Book and the approved changes available for separate downloading from the JCNA web site.
C. Rule Book changes approved at the AGM will normally not be effective until the following calendar year's competitive cycle.
