SUBJECT: Protest Procedures

 

We have excellent guidelines in the Official JCNA Concours d¹Elegance Rules and Judges

Instruction Manual if people would just take the time to read them. I am constantly amazed at the amount of money entrants spend to display their cars, and they just don¹t know the rules! This should be made mandatory reading for anyone entering a concours. One entrant was unaware of an official rule book or where to purchase it.

Some of the things that happened this past year which, in my opinion, could have been avoided altogether or resolved at the local level:

1. Chief Judges were reluctant to make a decision on complaints at the concours site. (Chapter II, page 2, B-3)

2. The entrants not knowing procedures to file a protest. (Chapter IV, pg.6, G)

3. Entrants file protests against a concours, and do not notify the localclub. (Concours Chair or Chief Judge should be notified)

4. The use of outdated score sheets, in one case 1996. (Chapter III, pg.8, I-2)

a. Non-Authentic Section not filled in due to the above. (Chapter IV, pg. 4, D-9)

b. Non-Authentic Section deduction was not initialed.

5. Two different teams were used to judge one class. (Chapter III, pg. 4, D-11)

6. . "Owner Present" box on a score sheet was left blank. (Chapter III, pg. 9, I-7, Chapter IV, pg. 2, C-1)

7. Less than minimum required deductions were entered on the score sheet. (Chapter III, pg. 10, I-12)

8. Not sending in copies of the score sheets when filing a protest.

9. Entrant wanted points returned because ³Fog Lights² are not mentioned on the score sheet, only ³Head Lights and Driving Lights². Fog lamps are mentioned in Chapter V, pg. 4, B-4(c)©©. This wording should be clarified on the score sheet.
10. Judges are not adhering to Chapter III, pg. 9, I-8 & 9, to minimize scoring errors.
11. Score sheet should include a phone n umber, FAX and email address of the entrant. This would expedite procedures.

12. Entrant files a protest before receiving score sheets.
