*Envelopes containing ballots for the election of officers will be distributed the voting delegates during the Roll Call. The procedure for election of three officers (president, vice president and secretary) is: There is one envelope for each delegate and proxy vote. Each envelope contains slips of paper—one for each candidate already nominated, and one slip per officer to be used for write-in candidates nominated from the floor. Each envelope shall be returned to the election judges, sealed, with three ballots for the candidates selected inside. Any ballot envelope deviating from this will be disqualified. Envelopes will not be collected until just before the luncheon break. Delegates will be asked to approve the election judges selected. Times are estimated.

Item 1 a) Bylaw Revision of Article X Proposal deferred from 2002 AGM – Steve Ferring

It is proposed that the Bylaws, Article X. Amendments, be amended by a vote of the voting membership to read:

Subject to the limitations imposed by law, these Bylaws may be amended (a) by a vote of two-thirds (2/3) of the voting members present at any annual general meeting, or (b) special meeting of the members called for that purpose provided that a quorum of voting members is present."

And that it replace in its entirety the current wording:

Subject to the limitations imposed by law these Bylaws may be amended (a) by a vote of two-thirds (2/3) of the entire board, or at any special meeting of the board called for that purpose, or by telephone, or (b) written consent of the entire board of directors, or (c) by vote of two-thirds (2/3) of the members present at any annual general meeting, regular or special meeting of the members called for that purpose."

Since the purpose of the Bylaws is to circumscribe and define the duties and power of the board and the membership, the inclusion in the Bylaws of the right of the board to unilaterally modify the Bylaws without consent of the membership, defeats the purpose of the Bylaws.

The current wording of Article X has allowed the directors to disenfranchise us, the membership, by creating additional VOTING directors not responsible to the general membership or even elected by the membership. This was done by the board at the last AGM. There is no reason to believe that it will not happen again, or that this practice will not continue in other forms in the future unless the ability of the board to unilaterally modify our Bylaws is removed.

I would ask that you support this amendment to the Bylaws and vote for this amendment.

Item 2 a) Revised Method of Determining Rally Championship Standings – Bill Streitenberger


Background: The Rally Program scoring does not reflect the real scores of the participants. The JCNA published scores are very misleading.


In both the "JCNA Rally Program Rules" Chapter 11 and the "JCNA Novice Rally Program Rules" state that a First Place receives 20 point for both the Driver and Navigator.


I have to assume, however I have not seen it in the rulebook, at the end of the year the best TWO scores are averaged in order to determine the North American Award winners.


Why does JCNA score the Rally in this manner when the other JCNA programs use the earned scores? The Slalom and Concours program scores are recorded as they are earned. Slalom - 39.00 seconds and the Concours a - 99.91000.


Present day JCNA scoring does not reflect the true Rally Team efforts. If a given Team had a total error of 00.00.03 seconds and another Team had 00.03.00 minute error and yet another Team earned a 00.30.00 minute error or even a 3 hour error so long as they were first in their respective rally’s they each would be awarded 20 points. It does not make sense.


My Proposal:


Change Chapter 11 – JCNA Rally Program Rules Item 11.


From: POINTS DISTRIBUTION: At each JCNA sanctioned rally, points will be awarded to the Driver and Navigator who compete in Jaguar automobiles as follows:

Position Driver Navigator

1st Place 20 pts 20 pts

2nd Place 15 pts 15 pts


To Read: POINT DISTRIBUTION: At each sanctioned rally true error earned will be recorded and awarded to the Driver and Navigator who compete in Jaguar automobiles. For North American Rally Championship consideration of the two scores with the least error will be averaged and applied toward the North American Rally Championship.

Item 2 b) Revised Method of Determining Concours Standings – Steve Averill

As a JCNA member in good standing, I propose the following changes to the way that North American Championship standings are determined:

Background: Currently, North American Championships are apportioned based on raw concours scores. This approach fails to account for differences in judging instructions from show to show and for differences in the way JCNA rules are interpreted locally. This results in disproportionate award of championships to shows that interpret the rules less severely than other shows.

Proposal:

North American Championship standings shall be determined as follows:

Each car will receive a "standing ranking: equal to its relative score ranking within the Division (not just its class) at the show divided by the number of cars entered in that Division. In the event of multiple cars receiving the same score in different classes, the older car shall receive the higher ranking unless the Chief Judge indicates otherwise in the concours master report. In the case of two cars the same age receiving the same score, the relative score ranking shall be equal.

North American placing shall be decided based on the LOWEST three-show average standing ranking.

If enacted, this measure shall take effect for the 2004 show season and shall be documented via a JCNA policy.

Hypothetical Example1:

Car 1 scores 99.2 (car is a 1962 model) Score ranking = 4/6 = 0.667 (via tiebreaker)

Car 2 scores 99.9 Score ranking = 2/6 = 0.333

Car 3 scores 100 Score ranking = 1/6 = 0.167

Car 4 scores 98.6 Score ranking = 6/6 = 1.000

Car 5 scores 99.5 Score ranking = 3/6 = 0.500

Car 6 scores 99.2 (car is a 1999 model) Score ranking = 5/6 = 0.833 (via tiebreaker)

Hypothetical Example 2:

Car 1 scores 100 (car is a 1962 model) Score ranking = 1/6 = 0.167 (via tiebreaker)

Car 2 scores 100 (car is a 1999 model) Score ranking = 3/6 = 0.500 (via tiebreaker)

Car 3 scores 100 (car is a 1962 model) Score ranking = 1/6 = 0.167 (via tiebreaker)

Car 4 scores 99,6 Score ranking = 4/6 = 0.667

Car 5 scores 99.5 Score ranking = 5/6 = 0.833

Car 6 scores 99.2 Score ranking = 6/6 = 1.000

Item 2 c) Slalom Rules Revisions – Slalom Committee (Scott Young)

New Rule. The local slalom Steward has the ability to run the course to start either at the right hand side, or at the left hand side, in other words flip flop the start / finish area. The hourglass, figure eight, and full oval running of the course shall remain in that sequence

Rule. 20. Stock class cars may use any tire and rim appropriate to the class, tire must have a tread wear rating higher than 160 stamped on its sidewall.

Rule. 22. Cars originally fitted with non-radial tires, may be fitted with equivalent sized radial tires

STREET PREPARED.

SP Lightweight. All 120, 140, 150, C, D, XKSS, and E Types,

SP Heavyweight. All 6, 8, 12, cylinder sedans and GT.

SP Rules.

Any suspension upgrades using stock locations only, with no body modifications to achieve this upgrade.
Any intake / exhaust modifications, normally aspirated only, with no body modifications to achieve this upgrade.
Any ignition upgrades.
Street tires with any rims, any size*, no tread wear rating lower than 160, no body modifications to achieve this upgrade.
Modifications other than listed in rules 1 to 4 will result in the car being placed in its appropriate Modified Class. i.e. an XJS with a roll bar would be placed in the Modified Sedan/ GT Class. A 140 with a roll bar would be placed in the Modified Sports Class.

Item 2 e) Bylaw Revision Proposal to Limit Proxies at AGM – JCNA BoD

The JCNA BoD, by a majority vote at the fall, 2002 BoD Meeting, recommends the following bylaw amendment for adoption by the 2003 Annual General Meeting delegates in accordance with the procedures set down in the JCNA bylaws regarding bylaw amendments. Should the measure be approved, it shall take effect upon the close of the 2003 Annual General Meeting.


Article IV, Section 7 which currently states:

"Section 7. Proxies: Any member in good standing may be designated to act on behalf of a JCNA group or groups at any annual general meeting or special meeting of the members of the JCNA at which votes by ballot may be taken. Delegates may only carry proxies from JCNA groups within their own JCNA region. A proxy consisting of a letter from the president of each JCNA group for which the member is empowered to act must be submitted to the JCNA secretary before the meeting. No proxies will be accepted after the meeting has been called to order. Proxies shall be in effect for one meeting only."

 

Shall be amended to read (additional language is in bold italics):

"Section 7. Proxies: Any member in good standing may be designated to act on behalf of a JCNA group or groups at any annual general meeting or special meeting of the members of the JCNA at which votes by ballot may be taken. Delegates may only carry proxies or votes from up to two JCNA groups within their own JCNA region (including their own club). A proxy consisting of a letter from the president of each JCNA group for which the member is empowered to act must be submitted to the JCNA secretary before the meeting. No proxies will be accepted after the meeting has been called to order. Proxies shall be in effect for one meeting only."

 

Secretary’s Note: Unless otherwise amended, this measure will be effective at the close of the 2003 AGM upon adoption by a 2/3 vote at the AGM.

 

Item 2 f) Event Distance Conflict Policy Change – Phil Wert & Mike Ksiazek

JCNA shall not sanction events held less than 200 miles apart on the same weekend unless both entities requesting the sanctions agree to the timing. This proposal, if enacted, shall be documented via a JCNA policy.

Items 2 gthrough i – JCRC

The 4 items that follow are being proposed by and under the sponsorship of the JCNA Judge's Concours Rules Committee (JCRC) a committee voted into existence by the delegates at the 2001 AGM. JCRC membership consists of one Chief Judge from each of the six JCNA regions. In approving the committee, the delegates also authorized that: "Proposals approved by the JCR Committee, since the previous AGM, will be presented for ratification by the AGM delegates." These 4 proposals have been very thoroughly discussed and unanimously approved by the JCRC since the 2002 AGM; they are now submitted for your ratification.

 

Item 2 g) Proposed Adoption of E-type Concours Judging Guide – JCRC

1. Judging Guides are an important part of JCRC's long range program to improve the quality and standardization of JCNA concours judging and Judge knowledge of the various models. The guides are intended to augment existing Jaguar Factory publications by supplying general and production change details not otherwise available or not conveniently presented elsewhere. When given AGM approval, the Judging Guides will become a new source of official documentation, for use by Entrants and Judges, to validate the features and configuration of the models they cover. JCNA Protest Committee findings, that may affect an existing Judging Guide, will be coordinated with JCRC; the guides will be changed if warranted. All guides will be subject to updating and/or correction as new information becomes known.

2. Since the first draft of the Series 1 E-type Guide was distributed at the 2001 AGM, a volume of additional information has been gathered from around the USA and Canada. Author, Bob Stevenson, traveled thousands of miles to examine specific cars and to consult with original owners, with restorers and with the authors of respected E-type books. This guide has been posted for comment on the JCNA web site for an extended period and subscribers to the E-type list of Jag-lovers.org were also invited to offer facts and opinions. As currently presented, this Judging Guide contains the most complete and accurate description of the factory configuration of Series 1 E-types ever assembled.

 

The E-type judge’s guide shall be adopted as published on the JCNA website at the time of enactment.

Item 2 h) Proposed Revision of Chapter 3 Concours Rules – JCRC

A primary goal of the Judge's Concours Rules Committee is to improve the quality and standardization of JCNA Concours judging throughout all regions. While many areas of the Rule Book require improving, it was reasoned that judge training, the elements of judge certification, and the Chief Judge's role and responsibility in that process needed immediate and more precise definition. As a result, Chapter 3 was reviewed in its entirety and edited and changed to present Judge Certification and Certification Renewal in detail and to display all other information in a more orderly and readable format.

It is proposed that the Chapter 3 revisions to the concours rule book posted on the JCNA website be adopted.


Effective Date: If approved, this Rule Book change will become effective immediately. The prescribed method of certifying judges should be incorporated into each club's Judge Training program as soon as possible. Beginning with the 2004 competitive year, a person must have successfully completed all steps of the new certification process in order to qualify and be listed as a JCNA Certified Judge.

Secretary’s Notes: The JCRC has proposed a number of changes to Chapter 3 of the Concours Rule Book and is asking for adoption of them. Substantive changes include:

Judge Certification and Testing requirement addition in Section D
Clarification of 15 minute judging time (it includes recording of items) in Section F
Prohibition on changing score sheets without permission of judges involved in Section I
Most changes to Section D will only become effective if Item 2 i) is also enacted.

Item 2 i) Proposed Adoption of Judge’s Concours Rule Book Test - JCRC

An integral part of JCNA Judge training is the means by which Chief Judges lead both new and old Judges through the Rule Book and then question them on the important points in each chapter. Intended to be taken as an "open book" test, a draft copy of this JCNA Rule Book Test was circulated on request and has been available for comment on the JCNA web site for an extended period. Written by Rocky Mountain Jaguar Club member, and former JCNA Rule Book Editor, Steve Kennedy, the test has experienced profitable and praiseworthy use in many clubs. Now, following editing and approval by JCRC, it is presented for your ratification. The content of this test will be periodically updated to reflect changes in the concours rules and general content of the Rule Book.

Since the test draws exclusively from JCNA Rule Book material already approved by the AGM delegates, it is requested that future changes to it be exempted from AGM presentation and delegate approval.

Proposal

a. Delegate ratification of the Judge's Concours Rule Book Test. (Attached or provided separately.)

b. Delegate approval to exempt routine question changes to the Judge's Test from future AGM presentation.

Item 2 j) Proposed Replacement of Chapter 4 – JCRC

In recent years it has been observed, that certain persons, with a business of selling used Jaguars, have brought cars to our concours mainly to obtain JCNA scores which are shortly thereafter touted in commercial sales pitches. Last year, in an effort to curb that practice, words were approved and added to the Rule Book definition of "Owner" emphasizing private ownership. Regrettably that change unintentionally excluded cars legitimately registered in the name of some entrant's corporations, corporations NOT involved in the sale of used Jaguars. While researching this matter, JCRC was made aware of many more variations of legitimate ownership, leasing and trusts than could possibly be described in the Rule Book. Therefore, after lively debate, it was decided to avoid the word "owner" altogether, referring only to "entrants" and their responsibilities, and qualifying cars that may be registered by dealers and restorers.

a. Delegate approval to replace Chapter IV, A. paragraphs 1. a,b,c and d and the definition of Entrant in the Glossary of Terms with the following single paragraph:


A. Entrant Protocol

1. Entrant

The entrant is the person who registers the Jaguar for the concours. Owned or leased Jaguars may be registered. The entrant, or an immediate family member, must present the Jaguar for judging and answer the judges' questions. In the historical spirit of Concours d’Elegance, entrants must refrain from registering Jaguars for economic or commercial gain. At the discretion of the host club, Jaguar dealers and restorers may be encouraged to provide new, rare, or historically significant Jaguars and register them for "Display-only". Dealers and restorers may register their personal Jaguars for judging. "Display-only" Jaguars shall not be judged. For Sale signs will not be allowed.


b. Replace the word "Owner" with the word "Entrant" wherever it occurs in the text and refers to the person who has entered their vehicle in a concours.

Item 2 k) Proposed Adoption of Lifetime Membership Fee
– Dave Meck

As President of the Area 51 Jaguar Club I would like to propose a lifetime membership fee. It would amount to 10-12 years or so of normal membership fees. As in our club, our annual membership is 50 bucks. If a person was to pay say, 600 bucks (12years) cash, they would be considered life members. They would receive a special pin/patch that could only be sent/ordered by their club President through the JCNA Treasurer. This would serve to control the distribution of this coveted honor.

Secretary’s Note: Unless otherwise amended, this measure will be effective upon adoption by a majority vote at the AGM. HOWEVER, since the measure is not entirely specific, it would take effect if amended to make it definitive, or upon adoption of a policy containing specific guidelines by the BoD. Presumably, this could be done at the fall, 2003 BoD meeting so that it could be implemented for 2004.

 

Item 2 l) Proposed Addition of Regional Awards for Driven Division – Mike Fulton


Regional Awards shall be made for Driven Division entrants using the same participation criteria and to equivalent placing as for Champion Division.

Item 2 m) Proposed Use of Callenge Championship Concours Scores – Gary Hagopian

Background:

This idea, developed from discussion by John Testrake and Patrick McLoad on jcna.com, is to give the C. C. greater stature and therefore attract greater attendance at all Challenge Championships. It is a small step toward making these bi-annual events the JCNA's superbowl of concours competition.

Proposale:

Starting with the 2003 season, JCNA shall use the concours score attained at a Challenge Championship, or the 3-score season average, whichever is higher, when determining standings in North American competition.

 

Item 2 n) JCNA Rally Teams – Bill Streitenberger


Proposed to be inserted in the Rally Program Manual in an appropriate chapter.


1. THE JCNA RALLY TEAM

The JCNA Rally is a TEAM sport not a SOLO event. The JCNA Rally Team is a two (2) person team. A Driver and a Navigator.


2. NORTH AMERICAN CHAMPIONSHIP

To be considered for a North American Championship award the Rally Team must have competed in at least TWO JCNA sanctioned rallies during the current rally season.


The Affiliated Clubs Rally Master will submit all scores to the JCNA Rally Master in Hours, Minutes and Seconds.


3. RALLY CHAMPIONSHIP AWARDS

At the conclusion of each JCNA Rally year. JCNA presents the North American Rally championship awards three deep to members of JCNA affiliates or JCNA Members-at-Large. These annual awards are based on the lowest average scores earned by the JCNA Rally Team over two (2) Rallies during the current year.

No individual shall receive more than one (1) trophy in the JCNA Rally Championship in any given year.

4. SCORING


The North American Rally Championship will be computed at the end of the current rally year. The Rally Teams TWO (2) best scores earned during the current rally year will be Averaged and posted in Hours, Minutes and Seconds.


The First Top Three (3) Rally Teams will be notified and awarded First, Second and Third North American Championship awards.

5. THE NOVICE RALLY PROGRAM

The JCNA Novice Rally Program is not eligible for North American Championship consideration. When the Novice Rally Program is used the Rally Master must report the rally as a Novice Rally.

Novice Rally Teams will not be considered for North American Championship awards.

The Jaguar Club of Tulsa requests the following proposals be included on the Agenda for vote during the AGM meeting scheduled for March 20-23, 2003. These proposals pertain to changes to the Official JCNA Concours d/Elegance Rules and Judges’ Instruction Manual as outlined below.

Item 2 r) Program Reporting Requirements – Pascal Gademer

Proposal: Add the following to Concours, Rally and Slalom rules:

The organizing club must report the event results no later than three weeks after the sanctioned event took place; preferably reporting will be done on the JCNA website using the Online Scoring System. Alternatively, results can be typed or clearly printed on the JCNA form designated in the rules and faxed to the appropriate competition chair

JCNA numbers must be included when reporting sanctioned event results. If a participant applies for membership upon event registration, the club will note "pending" on the score report and immediately submit the membership information to the JCNA office and will notify the scorekeeper when a membership number is available. It is the responsibility of the club to supply newly issued JCNA numbers. If a participant enters the event with an event membership fee, this must be shown by noting "event" as a JCNA number.

Item 2 u) Driven Division Championship Eligibility in Consecutive Years - Bill Streitenberger

1. Driven Division Championship Eligibility in Consecutive Years.

The ten First Place North American Driven Division championship Jaguars will be ineligible to be entered in the Driven Division by the same owner during the following Concours year. These First Place winners are encouraged to step up to the regular JCNA Champion Division competition.

Proposal:

Delete all of Item 1 whereas Item number 2 would become #1 and the following items to follow suite.

Reason for proposal:

I have sent a letter to the top ten winners every year since the rule was approved and the rule fails to do what it was intended to do. The winners usually take a year off then return to competition in the Driven Division. As the JCNA official score keeper I have seen very few of the top ten winners move up into the Champion Division.

There is no such provision in the Champion Division. We want to encourage competition.
