Your tip works and I saved a bundle of time and money. True enough, after opening the cover located above the radiator, the fan relay is there and found with a lose terminal.

After replacing a new relay, both fans work. Thanks again for your tips.

As Pascal mentioned, the relay is (inconveniently) located on top of the radiator, necessitating some disassembly to reach. Also check your Otter switch, which is located on a fitting in the lower radiator hose. Just connect the two wires together to test, the fans will immediately come on if that's the problem. And do post the question to the JCNA site.
